Kidnapping and Murder of Young Girl by Family Acquaintance
Statistics show that 90% of childhood sexual abuse is committed by family members or friends of the family. The tragic kidnapping and murder of 11-year-old Sarah Foxwell by Thomas James Leggs Jr., a former boyfriend of the girl's aunt and legal guardian, serves as a reminder that the perpetrator is most often a trusted and familiar person in the child's life. Leggs entered the house using a spare house key hidden under a pot on the porch. Foxwell's 6-year-old sister awoke during the night and saw Sarah leaving the bedroom with Tommy.
According to court records, Leggs has a long history of criminal charges including several charges of 3rd and 4th degree sex offense. He is listed on the Maryland and Delaware sex offender registries. The Maryland listing notes that he is a child sex offender, but does not give details about his conviction. Please click here.
